After nearly causing a shutdown of the Department of Homeland Security earlier this year, Senate Democrats are now saying they will shut down down a much larger portion of the government unless Republicans agree to even larger increases in Federal spending. The GOP surrendered when threatened with the DHS shutdown, so no one should be surprised that Democrats have decided to repeat the tactic.
