Republican Senate Leader Mitch McConnel was so eager to help push through President Obama's fast-track trade bill that he promised Democratic Senators to allow a vote on reauthorizing the Export-Import Bank. In other words, in order to pass one Democratic bill he agreed to give another Democratic bill a chance to pass.
House Speaker John Boehner has also promised a vote if the Senate approves the Export-Import Bank.
