Alexander Bolton reports that "Democrats can feel confident of winning concessions on spending increases by creating an impasse that threatens a shutdown." They should feel confident since Senate Majority Leader Mitch McConnell proved three months ago that by threatening a shutdown, they could obtain total surrender from him. Had Republicans stood firm against funding Obama's amensty programs, the Democrats would know better than to try this stunt.
