The amnesty program announced by President Obama last November cannot yet be put into effect, according to a ruling by the Appeals Court. Obama must wait for a ruling on whether his act was constitutional, and a majority of the Appeals Court found that he was unlikely to win his case. Given how long it can take for cases to get a final ruling by the Supreme Court, the amnesty program may now be on hold until after Obama leaves office, allowing the next President to abolish it.
